Keith was promoted to the post of chairman, which is an unelected position outside of politics, in the month of May, after having held the position of vice chairman for precisely one full year. The chairman is the highest position in the organization. The statement that Keith made at the time was that he was “very proud and honoured” to become chairman of the Lancashire County Council in the same year that it was celebrating its 50th anniversary.
